The reference appears to be a blog. Isn't Resolution 1696 binding under Article 103 (essentially the supremacy clause) of the UN Charter? Captain Zyrain 15:39, 8 October 2007 (UTC)Reply

Article 103 applies only to conflicts between treaties and UNSC resolutions. Iran's right to nuclear technology is not derived from any treaty. That's why countries which didn't sign the NPT also have a perfectly legal right todevelop nuclear technology.
