Courtney Love lived in Salem, Oregon edit

While Courtney Love's biography, as of this writing, has no explicit reference to Salem, Oregon, it DOES contain the following line: "At age 14, Love was arrested for shoplifting a t-shirt and was sent to Hillcrest Youth Correctional Facility.[16][18]" Note that this line has two references, and that if you click on the link to Hillcrest you will see that it is located in Salem, Oregon. That may be (that she was at Hilcrest), but we generally do not place people in the city categories based upon their forced incarceration at a correction facility located in that city. Much like we generally do not place people in the city categories based upon them attending a college located in a city. Further, the general practice for the "Notable resident" sections in cities is either a citation is provided in the city's article on the line where the person is listed, or it must be covered in the article covering the person (which is actually covered as a comment to that very section in this very article).
