There are no confirmed cases yet, right? Every article I've read concerning this calls it a "fear" instead of complete outbreak. In fact, all of the first hand info about this outbreak comes from Ukrainian sources or rather the mayor & aides on a TV program saying that... there is a RISK of an outbreak, and urging citizens to take precautions.
