Pilot was not designed at Xerox PARC; it was designed at Xerox SDD (which originally stood for Systems Development Department, and eventually became part of the Office Products Division), a product group with the charter of building systems and applications based on the PARC research. The Mesa programming language was originally designed at PARC; SDD and PARC collaborated on its further development. But Pilot began at SDD around 1976.
