Climate section edit

The previous section (entirely unsourced) made several claims about Olyokminsk's climate, among them that it had recorded temperatures ranging from -66°C to 45°C, giving it the world's highest temperature range. However, I couldn't find any evidence whatsoever to support such a claim - according to this source going back to at least 1882 the records are -60.1°C and 37.7°C, which would not be as large a range as, for example, Verkhoyansk. As such I've been bold and completely rewritten the section to reflect the sources I've found. (There were also other problems, such as it claiming it is a Dfd climate when it's actually a Dfc, and that summers are "very hot" with "temperatures exceeding 40°C" - I can't find anything that would support either of those claims).
