This off-year election page says "In some cases there are actually no partisan races held, which is called a blue moon election." But the blue moon electon page says "In the politics of the United States, a blue moon election is an election in which there is no statewide partisan race on the ballot"

So which is it, the lack of any partisan races, or just the lack of partisan statewide races? NOTE: I know the link I put in says there isn't a "blue moon election" article, but there is, just type "blue moon election" into the searc area and click "Go".
