As soon as he got to power, he began to embezzle government money by creating ghost companies that received government funding approved by him^{[citation needed]}. In order to create favorable public opinion, Jader Barbalho used stolen public money to buy TV stations, radio stations and other forms of mass communication systems in order to captivate and control the voting masses.
