Descendants, or just borrowing the name? edit

Reading Cliki's article on "CLX"[1] leaves me confused. Is the Common Lisp CLX a descendant in code of the original which this article is about, an attempt to do the same thing but not for C? (The article is confusing about that, incidentally - it seems to imply that it was intended for C++ and Delphi, but never actually says so).
