I have located an old Hebrew paper clip form the newspaper Davar from 30.09.1949, giving a partial description of the championship:

Group A: Netherlands, Poland, Czechoslovakia, Israel Group B: Bulgaria, France, Italy, Yugoslavia Group C: Belgium, Hungary, Romania, USSR

Yugoslavia and Israel withdrew

Matches:

Gr. A: Czechoslovakia - Poland 3:0 (18:10, 15:5, 15:5)

Gr. B: Bulgaria - France 3:0 (15:8, 15:7, 15:2)

Gr. C: Romania - Hungary 3:2 (13:15, 15:7, 1:15, 16:14, 15:13) USSR - Romania 3:0 (15:4, 15:6, 16:14)
