Luxembourg (/ˈlʌksəmbɜːrɡ/ ( With an area of 2,586 square kilometers (998 sq mi), Luxembourg is one of the smallest countries in Europe, and the smallest not considered a microstate. In 2022, it had a population of 645,397, which makes it one of the least-populated countries in Europe, albeit with the highest population growth rate; foreigners account for nearly half the population. Luxembourg is a representative democracy headed by a constitutional monarch, Grand Duke Henri, making it the world's only remaining sovereign grand duchy. Luxembourg is a developed country with an advanced economy and one of the world's highest GDP (PPP) per capita. Partnerships, which grant many of the benefits of marriage, have been recognised since 2004. In June 2014, the Luxembourgish Parliament passed a law enabling same-sex marriage and adoption rights, which took effect on 1 January 2015. Additionally, discrimination on the basis of sexual orientation and "change of sex" in employment, healthcare and the provision of goods and services is outlawed, and transgender people are allowed to change their legal gender on the basis of self-determination. Luxembourger society is noted as tolerant of homosexuality and same-sex relationships. Polling in 2019 from the Eurobarometer found that 87% of Luxembourgers believed gay, lesbian and bisexual people should enjoy the same rights as heterosexual people, one of the highest in the European Union.
