1. The image is a low-resolution (360 × 240) screen shot from a 25-minute episode of Doctor Who which was never broadcast, and of inferior quality to standard broadcast or DVD releases;
2. The image is being used for informational purposes, visually showing the costume differences between this original episode and the final episode, which was broadcast;
3. No more free alternative exists or can exist;
4. The use of the image in this article will have no effect on the BBC’s commercial use of the image in question.
