It is a Mallard Fillmore cartoon, low resolution, b/w (not color), by Bruce Tinsley. It is his tribute of Johnny Hart, who died in April this year. It is a King Features Syndicated cartoon. Given the nature of this particular cartoon (a tribute), and the use of it on Wikipedia (on Johnny Hart's page), in non-color low resolution, it is believed to be fair use and/or implicitly permitted by the copyright owner.

Update: I have contacted Kings Features, and they have given permission for use for the purpose of the Johnny Hart article and as long as it's not used in a context of being critical of Mallard Fillmore or King Features etc ("As a condition of purchasing these rights, you agree that the publication in which the material is used will not be derogatory to or critical of the comic feature from which the material is taken or of anyone involved in the creation or production of the comic feature or of King Features or the comic industry.") I have told them that I cannot bind Wikipedia to anything, but that I can forward their desired constraint. Since we only want this comic in this context (tribute to the late Johnny Hart), it would seem not to be an issue.
