This image, Gallifreytower.jpg, is being linked here; though the screenshot is copyright © to the BBC, I Smomo feel they are covered by the U.S. fair use law because:

1. The image in question is a low-resolution screenshot.
2. The image is being used for informational purposes about a rarely seen structure in Doctor Who.
3. The image is significant because they show an important structure that is integral to the plot of the episode in question.
4. The use of the image in these articles will have no effect on the BBC's commercial use of the image.
