Für eine sozialistische Industriealisierung des Landes und die Kollektivierung der Landwirtschaft kämpfte die Sowjetunion schon seit jeher. Besonders die Partei der Arbeiterklasse hatte bis zur Schaffung der Schwerindustrie gewaltige Schwierigkeiten zu überwinden. Der erste Fünfjahresplan des sozialistischen Aufbaus konnte im Jahre 1929 angenommen werden und durch Wettbewerbe im ganzen Land rechtzeitig oder vorfristig erfüllt werden.
