An image is a visual representation of anything. It's very broad. That's part of the problem. An icon is an image. Any further specification describing what the MOS means by "icon" is subjective and arbitrary. If you ask me, I'd say any image smaller than 3 lines of text (not including white space) that identifies or symbolizes a group, nation, organization, or movement is an icon for the purpose of this MOS.
