We require this information to verify that the image is legally usable on Wikipedia, and because most image licenses require giving credit to the image's creator.

Template:PD-Tanzania-Photo edit

I have deleted this template as it misrepresents Tanzanian copyright law. The wording you have used appears to have been taken from {{PD-Ethiopia-Photo}} where copyright law is different. Under the Tanzanian Copyright and Neighbouring Rights Act 1999 copyright of photos and other works lasts for 50 years after the death of the creator, or if the work is anonymous then 50 years from creation or first publication whichever is the latest date.

You seem to be going to great lengths to preserve the upload File:Sub-Sahara Africa Report; Foregin Broadcast Information Service; Reproduced by National Technical Information Services.pdf which you are using as a reference in an article. I would point out that Wikipedia does not require all materials referenced to be available online or on Wikipedia. As you are referring to a newspaper article, a simple reference to the article, the date, the author and the newspaper would suffice. This is so that should anyone wish to look at the reference they have enough material to search for it accurately, not that an online version is conveniently at hand for them. can anyone provide some guidelines on how to set up a copyright banner for any country? particularly how to cite the requisite law and etc?

You could copy the content of commons:Template:PD-Tanzania into a new {{PD-Tanzania}}. It wouldn't apply to the newspaper cutting, that is not public domain in either Tanzania or the US and won't be for quite some time. Nthep (talk) 23:08, 13 November 2014 (UTC)Reply
