Whilst I can completely understand the reasoning behind the block (given your previous editing history and the fact that you changed the statistic without adding a source), on investigation it seems that you were in fact making a constructive edit - I have, in fact, changed the France article to reflect the updated figure. Whilst this doesn't excuse your vandalism and disruptive editing last year, I'm hoping that it marks the start of a more mature and positive editing pattern - I'm therefore giving you the benefit of the doubt and lifting your block.
