Status and Advice edit

The inexperienced reviewer should not have accepted this article. As reviewing administrator, I have deleted it under provision CSD G11, blatant promotion that can not be rescued by normal editing. A factual article about the department not devoted to government propaganda, not claiming great successes everywhere they has been working, not written in bureaucratic jargon, and not trying to include the names of as many minor officials as possible, might be acceptable.
