ROCI or Gale force winds? edit

While the initial template uses gale force winds, there are larger databases of ROCI which would allow us to use storms prior to 1988. Opinions are needed here, because whatever we use needs to be properly referenced, and I can't find a proper reference for wind radii prior to 1988.
