Is this the same Ulpian frequently credited with creation of first human demographic study used to calculate anuity paymants based on life expectancy?

In light of the current debate on torture the quote "the strong will resist and the weak will say anything to end the pain." is being attributed to Ulpian. I've used this quote third hand in the wikipedia article on Torture, can anyone provide a proper pedigree for this quote.
