Railways edit
Are you sure that railways is still reserved? My understanding was that Labour were making a big song and dance last year about railways being the first area of reserved power to be devolved since the Scotland Act. Eg, see the Transport Scotland article. --Mais oui! 10:06, 9 April 2006 (UTC)

- Oppose per WP:PRECISION. While I generally advocate a little bit of "preemptive disambiguation" where the geographic context is unclear, I don't think it's called for in this case. "Reserved matters" and "excepted matters" are not very common phrases, thus it's obvious it's some kind of legal jargon.
