Most OTA actions up to the present are not firmware but data. Firmware-Over-The-Air (FOTA), which transmits new phone operating software, is a recent introduction. OTA is also used to refer to device provisioning activity over the network.

OTA downloading of content

I see OTA used more often to refer to over the air download of content, be it a J2ME or BREW app, ringtones, wallpapers, or whatnot. Mathiastck 15:38, 26 July 2007 (UTC)

Self contradiction?

One sentence says: "...central location can send an Update to all the Users; who are unable to refuse, defeat, or alter that Update..." The old title was unclear. I initially thought it referred to television programmes.

I may have overstated that. I initially thought the term "over-the-air programming" was dubious, since most results I found were were from IGI Global (an unreliable pay-to-publish outfit) or unreliable sites, but it seems the term does exist in scholarship, and is present in Google Ngram[1], though not as common as "OTA update".
