Article needs overhaul edit

I did some preliminary copyediting, but the article needs major reworking. The one-sentence intro was a run-on right into the body of the article, so I separated it in accordance with standard Wikipedia structuring. A few more lines can be added to the intro to summarize, once the rest of the article is in good shape.

The Willie Horton incident has its own extensive and well-documented article, but it is inappropriate to rehash it at length here, when it occurred many years after Sargent left office. Any linkage to Sargent's administration can be summarized in a sentence or two.

The overall problem with the article is lack of balance. Disproportionate amounts of text are given to some things, while other areas are ignored. I am not an expert on Sargent, so I hope others can pitch in. Otherwise, I will do the best I can, starting by trimming some of the superfluous coverage which is already better done in other Wikilinked articles. @Reify-tech: I've done some reorganizing, and added information and cites. There is one section that I didn't look at, which may be okay - "Policies as governor", and one that clearly is problematical - "Anti Inner Belt" (long quotations are almost always unacceptable in Wikipedia articles). -- John Broughton (♫♫) 21:37, 4 July 2020 (UTC)Reply
