Statehood?

I was told recently that the Venezuelan Government has created a new state including these insular areas. Does anyone (perhaps a Spanish-speaking editor) know more about this? Gran Roque's connection to this article

The island of Gran Roque about which there is a different Wikipedia article has their population listed as "3100". As it is the only inhabited island of the Federal Dependencies and this article shows a population that is much smaller I would like to inform editors to check both of the articles and figure out which number is correct.
