– Per WP:NATURAL and WP:COMMONNAME the district is usually called "Elmbridge District"[1] or "Borough of Elmbridge" in a generic context even though "Elmbridge" is the preferred label by the OS, presumably when its clear from the context that you're referring to the district. The district is named after the Hundred of Elmbridge which is also naturally disambiguated per WP:UKDISTRICTS. The 2 settlements; Elmbridge, Gloucester and Elmbridge, Worcestershire are always called "Elmbridge" and would probably be stronger contendors for PT#2 anyway.
