Dubious Language in Organization Section

The section "Organization" uses weasel words. Surely we can do better than "details are sketchy" and the passivity of "it is understood...". Also, the text says "China organises...." when it might be more correct to say "China categorises...", especially since the third tier of cyberattacks are those coming from outside of any possible government sanction. Even better would be some effort to distinguish what we mean when we talk about China, since--oddly enough--it is not a monolith. Merger proposal

Because cyberwarfare is conducted by (or on behalf of) intelligence agencies it seems absurd to me to keep the article "Chinese intelligence activity abroad" and the article "Chinese cyberwarfare" separate.

This article should be merged with Chinese intelligence activity abroad.
