Target year 2100... Actions to 40 % decline by 2030? edit

According to Finnish politicians Finland can be carbon free in 2100. Is this not as reliable as giving promises of energy use in 1928 for the year 2014? In my opinion this is not relevant for the article. We would need shorter timeframe and binding goals. Very few today's politician take responsibility in the year 2100. Please include in the article Finnish objectives in five and 10 years. What will the sanctions be if this is not achieved? Describe in the article: How will Finland decline the house warming and traffic emissions 40 % from 2014 to 2030? Transport of industry into China will not decline all emissions. Nature edit

In media was told that Finland has negotiated decline in obligations based on its forests. Please describe this in the article. If forests are included in my opinion United Nations must include also the man made increased emissions from the peat lands. Helsingin Sanomat reported that ca 70 % of peat lands in Finland are ditched since 1970. This increase the CH4 and CO2 emissions. Suggested changes to headings and structure edit

I suggest to change the headings and structure of this article to be in line with the template that has been proposed here for all articles of the nature "Climate change in Country X": https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Climate_change/Style_guide (see also discussion on that page's talk page). Anyone has any objections? If not, who's got time to give it a go? I am slowly working away at this for all the countries but would love some collaborators.
