Artur Chilingarov has been a Duma Member since 1995, and now serves as a Deputy Chairman of the State Duma. Mr. Chilingarov served as First Secretary of the Bulynsky District. He previously served on the Committee of the CPSU, and as Deputy Speaker of the Duma. In 1974, he joined the USSR State Meteorology Service as a department head and held various positions within the organization. Mr. Chilingarov conducted extensive research at the North and South poles and also worked as a technician and an engineer. He is the winner of the USSR State Prize and graduated from the Makarov Naval Academy specializing in Oceanology. He is a Candidate of Sciences in Geography, a member correspondent of the Academy of Natural Sciences , and President of the Association of Polar Explorers.
