Alternate CSA edit

I've seen an alternate CSA, combining Santa Fe, Espanola, Los Alamos & nearby communities. A more realistic one, given the economic ties, and the thousands of commuters who work in LA, and live in Espanola, Santa Fe and nearby. Total pop around 200,000, ims.
