Please discuss the matter with User:PraeceptorIP before deleting the image. I am sure a reasonable compromise can be found, perhaps changing the licensing/permission rationale (?)... - I am sorry to have to tell you that Wikipedia does not accept permission for use on Wikipedia only. (On the contrary, granting such permission is in itself a reason for deletion.) Wikipedia accepts only permission for reuse by anyone (including commercial use) for anything (including modification). It would be acceptable if PraeceptorIP released the image into the public domain or licensed it under a free license such as {{GFDL}} or {{cc-by-sa-3.0}}.
