Why the delineation between the last two categories?

Why would you give "Other major oil producing states" all one color, and "Other oil producing states" another color? What qualifies a state to fall into one category versus the other? Hungary is not marked as an oil producing state

Hungary should be included in the Other oil producing states category as it produced 21,430 bbl/day in 2010 according to the article. --Rprpr (talk) 20:21, 2 May 2014 (UTC)
