The full resolution version of this image available here is rather pointless, as it is clearly visible that it has been scanned with much higher resolution than it was originally printed. In full size view, every printed pixel fills 8x8 image pixels. The picture should be resampled to 1/8th of its current size and cleared with "remove moiré" filter. It could be something like this:
