Regarding the fair use/replacability issue of the photo: The article about this building is on Wikipedia mainly (at least at the moment) because of the architectural significance of the building. The structure is a good example of a particular style of architecture, which the current photo conveys. The style is 1960s-early 1970s brutalist/modernist architecture. Due to present placement of adjacent buildings and changes to the façade of the library, it would not be possible to obtain a replacement copy of a photo that captures the architectural form of the building.
