Albania and Romania weren't as tightly woven into the Eastern Bloc as the other nations were. Hoxha in Albania tried to play the USSR and China off against each other, and Ceaucescu in Romania took a far more independent line than the other Warsaw Pact states. 74.251.200.216 (talk) 21:42, 6 March 2008 (UTC)Reply
Also, Romania and Albania were, in fact, Communist, but not a part of the USSR. Ergo, they aren't part of the Soviet Bloc.
