This photograph was probably taken on December 3, 1934 at the Biltmore ballroom, where the Western Division of the U.S. Chamber of Commerce and the Pacific Foreign Trade Council met to discuss and analyze commercial and economic problems. Lapham spoke on "Foreign Trade and the Merchant Marine."
