Description Photo of Ralph Budd. Budd was a former president of the Great Northern Railway and the president of the Chicago, Burlington and Quincy Railroad when this photo was taken in the 1940s. Budd was responsible for the creation of the Pioneer Zephyr and other "Zephyr" streamliners during his tenure with the railroad.
