Not replaceable with free media because (WP:NFCC#1)	After exhaustive searching through digital archives, newspapers, and yearbooks, I have been unable to locate any other images of Hilda May Williams. As the subject died without issue in 1972, almost 50 years ago, it is almost impossible to locate someone who possesses a photograph and would be willing to release it.
Minimal use (WP:NFCC#3)	This is a single, small, low-resolution photograph. The image will be used to illustrate the subject's Wikipedia biography. Usage is minimal.
Respect for commercial opportunities (WP:NFCC#2)	This 50-year-old photograph is of a deceased State of Connecticut employee with no issue. The image is publicly available on the University of Connecticut's Student Health Service website. I do not believe there are any commercial interests at stake when reproducing this image on a very limited basis in Wikipedia.
