Not replaceable with free media because (WP:NFCC#1)	No public domain images available. Searched on Google Images, at UC Berkeley site and at Johns Hopkins, the universities Stratton taught at. Stratton did serve in the army, but no service photo could be found either. None of the many sources and archives included as sources in the Wikipedia article on him have any photo other than this one.
Minimal use (WP:NFCC#3)	Two fair-use images in the article. Other images are all public domain. The image will be used in just the article on the subject. The resolution is not material, since this is an image used to visually identify a person.
Respect for commercial opportunities (WP:NFCC#2)	UC Berkeley has allowed inclusion of this photo in published journal papers. This is the photo of a university professor dead for over 57 years, and in all that time, UCB hasn't used it for any commercial purpose. No commercial opportunity is known to exist.
