1. it is a low-resolution screenshot from the television programme Torchwood;
2. it is being used for identification of an object which appears in both Torchwood and Doctor Who;
3. no more free alternative exists or can exist;
4. the use of the image in this article will in no way infringe on the BBC's copyright, or ability to market the programme or ancillary works.
