Mick Gibb mick@getup.org.au of Getup.org has given permission to use the collage itself. The Collage itself is Free.

The images within it are non-free, but have already been dramatically reduced. Further reduction makes the headline text illegible.

The article Q&A (Australian talk show) directly discusses those images, and how the press attitudes they reflect. It is absolutely fair use as the article provides criticism of the images.

The image should NOT be further reduced in size, it needs to be legible. The newspaper front pages have already been dramatically reduced in size when making the collage. The purpose is that all the title words, including "How dare the taxpayer ..." be visible to those that click on the thumbnail.
