Fair Use rationale edit

1. No free equivalent. The subject is a deceased radical Islamic militant who enjoyed a relativey short peak of public notoriety at about the time of his death. A search of Google turned up very few photos of the subject, all from press sources; Flickr returned no hits, and there is only a very small probability that non-copyright photographs of the subject exist.
2. Respect for commercial opportunities. Low-resolution/fidelity is used, thus I believe there is no loss to the copyright holder from its use here.
3. This is to be the only non-free medium to be used in this article.
4. Previous publication. Non-free content has been published outside Wikipedia, by the copyright holder.
5. Content. Non-free content meets general Wikipedia content requirements and is encyclopedic.
6. Media-specific policy. The material adheres to Wikipedia's media-specific policy.
7. Significance. The image contributes significantly to an article as the primary subject and is used only in the article namespace
